The Military-to-Cleared-Civilian Transition Playbook

Free PDF. The step-by-step roadmap for transitioning service members to turn their clearance into career leverage before the 24-month eligibility clock runs out.

Every transitioning service member gets told their clearance is valuable. Almost nobody gets told the second half of that sentence: it is a depreciating asset on a 24-month clock. Once you separate and you are no longer sitting in a sponsored cleared position, your eligibility generally stays reusable for about 24 months. After that a new employer has to fund a full reinvestigation, wait six to twelve months, and your leverage is gone. Most veterans discover this in month 20, when it is already too late to do anything cheap about it.

The numbers make the case on their own. Average total compensation for a cleared professional runs around $126,000, and the clearance itself adds a premium of roughly $15,000 to $40,000 depending on level. SkillBridge gives you up to 180 days interning with a civilian employer at full military pay. Most offers land 30 to 60 days before ETS.

This playbook is sequenced backwards from your separation date so you hit each of those windows instead of watching them close.

What is inside the guide

Phase 1, twelve to fifteen months out: set the foundation

TAP registration opens 365 days out and pre-separation counseling is mandatory before you can touch SkillBridge or credentialing funds. This phase also covers the record pull most people skip: get your clearance level, investigation close date and poly status from your security office in writing while you still have a security office to ask. It includes the salary table by clearance level, from Secret at $78,000 to $125,000 through TS/SCI with poly at $118,000 to $195,000.

Phase 2, nine to twelve months out: build the package

Your civilian resume gets written here, polished rather than drafted, with your clearance on line one. The guide includes the MOS-to-civilian translation table that maps real military roles to the job titles you should actually be searching, so 17C, 1B4 and CTN become Cyber Operations Analyst, SOC Analyst and CNO Developer. It also covers certification mapping against DoD 8140 and how to fund those certs with COOL or Credentialing Assistance while the money is still yours.

Phase 3, six to nine months out: commit and launch

SkillBridge packet submission is the deadline that actually matters because command approval alone takes 60 to 90 days at many units. This phase sets your application volume, five to ten tailored applications a week, and builds your recruiter bench. It also includes the argument that gets approval-shy commands to sign: present SkillBridge as zero cost to the unit with a signed conversion-intent letter from the employer.

Phase 4, zero to six months out: close the deal

The BDD window for your VA disability claim runs 180 to 90 days before separation, and missing it means your claim waits until after you are out. Final-round interviews get scheduled for the 30-to-60-day window where offers land. Negotiation happens against the clearance salary table, not your last LES, because a cleared hire who can start immediately saves an employer six to twelve months of investigation time.

Phase 5, after separation: protect the 24-month clock

If you separate without a cleared job, the guide breaks your eligibility into four windows: months 0 to 6 when recruiters still read you as current, months 6 to 18 where Guard or Reserve affiliation in a cleared billet keeps you sponsored, months 18 to 24 where urgency becomes your negotiating lever, and past 24 months where you are not starting from zero but the strategy changes.

The one sentence that matters most

Your transition is a self-directed campaign, not a checkbox the military completes for you. TAP tells you what forms to file. It does not tell you that the members who land $110,000-plus roles before terminal leave all started at twelve months out, that SkillBridge approval can eat 90 days of that runway, or that your eligibility starts depreciating the day you take off the uniform.

The people who run the sequence deliberately sign offers while still on active pay. The people who wait get the same clearance and half the leverage.

Who this is for

Active-duty members within roughly 18 months of ETS, EAS or retirement. Guard and Reserve members demobilizing. Veterans separated less than 24 months ago who still have reusable eligibility. If you separated more than 24 months ago, Phase 5 covers your path, which is different but still winnable.

Frequently Asked Questions

How long does my security clearance last after I separate? +

Your clearance is not revoked when you leave. It goes unsponsored, and your eligibility generally remains reusable for about 24 months. After that a new employer must fund a full reinvestigation, which is why cleared recruiters treat month 24 as a hard line.

When should I start planning my transition? +

Twelve to fifteen months before your separation date. TAP registration opens at 365 days, the best SkillBridge programs fill 9 to 12 months in advance, and command approval for SkillBridge alone can take 60 to 90 days.

Is SkillBridge worth it? +

For cleared candidates it is the strongest move available. You intern with a civilian employer for up to 180 days at full military pay and benefits, and many programs convert straight into cleared job offers. Treat it as a six-month interview.

What is my clearance actually worth in salary? +

Roughly $15,000 to $40,000 above the uncleared version of the same role. Average total compensation for a cleared professional sits near $126,000, with TS/SCI plus poly roles commonly running $118,000 to $195,000.
