Clearance Requirement: Active DoD Top Secret Clearance with SCI

Eligibility (TS/SCI) Required

Position Overview

The Technical Advisor III serves as a senior subject matter expert supporting G-7 Directorate's modernization, innovation, and capability development initiatives. This position provides strategic advisement, technical leadership, and programmatic support for intelligence modernization efforts across the Intelligence Community (IC), Department of Defense (DoD), Army, and INSCOM enterprise. Technical Advisor III supports planning, execution, and sustainment of emerging capabilities and technologies while advising senior leaders on modernization priorities, capability gaps, and future operating concepts.

The position will focus on one or more mission areas including Aerial and Space Systems, Terrestrial Capabilities, Enterprise Architecture, Cyber Operations, Electronic Warfare (EW), and Data Literacy initiatives that support INSCOM modernization and Multi-Domain Operations (MDO).

Key Responsibilities

Strategic Modernization and Planning

supporting INSCOM G-7 priorities, campaigns, and modernization lines of effort.

  • Provide senior-level technical expertise and strategic advisement

of intelligence modernization programs and projects.

  • Support Government leadership in the planning, execution, and sustainment

initiatives to identify opportunities for enhanced mission effectiveness.

  • Analyze emerging technologies, operational requirements, and modernization

development, and organizational transformation efforts.

  • Deliver executive-level recommendations on future technologies, capability

Facilities, and Policy (DOTmLPF-P) analyses and Army modernization activities.

  • Support Doctrine, Organization, Training, Materiel, Leadership, Personnel,

initiatives to senior military and civilian leaders.

  • Identify operational, business, and mission impacts of modernization

Strategic Documentation and Program Development

  • Assist with development and coordination of:

Strategic Plans

Army Campaign Plans

Army Intelligence Master Plans

Organizational Structure Development initiatives

Manpower Reporting

Program Objective Memorandum (POM) submissions

Acquisition and capability development packages

Capability (QRC) initiatives and proof-of-concept technology pilots.

  • Support the development, execution, and assessment of Quick Reaction

planning documents.

  • Produce executive-level reports, white papers, assessments, briefings, and

  • Evaluate current and emerging technologies for operational relevance and

  • Support technology insertion, experimentation, and transition planning

  • Develop system design and engineering documentation in accordance with

Minimum Qualifications

Education

  • Master's Degree (MA/MS) with a minimum of fifteen (15) years of program

and project management experience; OR

Experience

  • Minimum of fifteen (15) years of military or civilian intelligence

experience at the national, operational, or tactical level in one or more

intelligence disciplines, including:

Geospatial Intelligence (GEOINT)

Human Intelligence (HUMINT)

Counterintelligence (CI)

Open-Source Intelligence (OSINT)

All-Source Intelligence Analysis

Collection Management
